Meiotic recombination is one of the main sources of genetic variation, a fundamental factor in the evolutionary adaptation of sexual eukaryotes. Yet, the role of variation in recombination rate and other recombination features remains underexplored. In this review, we focus on the sensitivity of recombination rates to different extrinsic and intrinsic factors. We briefly present the empirical evidence for recombination plasticity in response to environmental perturbations and/or poor genetic background and discuss theoretical models developed to explain how such plasticity could (...) have evolved and how it can affect important population characteristics. We highlight a gap between the evidence, which comes mostly from experiments with diploids, and theory, which typically assumes haploid selection. Finally, we formulate open questions whose solving would help to outline conditions favoring recombination plasticity. This will contribute to answering the long‐standing question of why sexual recombination exists despite its costs, since plastic recombination may be evolutionary advantageous even in selection regimes rejecting any non‐zero constant recombination. Following the idea first expressed by Heinrich Swoboda, there is a general perception that the meaning of ἀτιμία in Athens eventually evolved from the original ‘outlawry’, when an ἄτιμος was liable to being deprived of his property and slayed with impunity if he returned to the land from which he had been banished, into a certain limitation on civic status, which has often been rendered as a ‘disfranchisement’. Specific outcomes of this later form of ἀτιμία varied depending on the dating (...) and circumstances of individual cases, thereby giving rise to theories of a so-called full – or ‘total’ – and partial ἀτιμία. Still, whether it was viewed as ‘full’ or ‘partial’, this ἀτιμία did not inflict the death penalty. The precise dating of the transformation of ἀτιμία has also been debated, with opinions ranging from pre-Solonian times (L'Homme-Wéry) to the late sixth (Swoboda, Hansen, Manville) or the late fifth century (Scafuro). While the exact dating is unknown, this transformation was definitely over in the fifth century, when inscriptions and literary texts mentioned punishment by ἀτιμία alongside the death penalty and the confiscation of property. Thus, according to Raphael Sealey, ἀτιμία evolved ‘from a more severe to a milder sense’, and Alick R.W. Harrison pointed to the evidence that, by the fourth century, any willing Athenian could seize an ἄτιμος who happened to be in Athenian territory and surrender him to the θεσμοθέται, instead of killing him. This article represents a reconstructive analysis of the idea of perpetual peace in the works of Immanuel Kant and liberal thinkers of the second half of the twentieth century as the forerunners and representatives of the democratic peace theory. The study examines the process of development and evolution of the concept of perpetual and universal peace in liberal discourse and its difference from the original project of I. Kant. M e (...) t h o d s. Currently, the following methods are used in the work: the principle of abstraction, that is, the rejection of a number of properties, connections and relations of the object or phenomenon under study, which are not essential for solving the assigned problems, to concentrate on its separate elements; the principle of objectivity, that is, taking into account all factors that simplify the process of studying selected objects, phenomena and processes; the principle of unity of theory and practice, taking into account their interdependence. the principle of rational reconstruction, that is, consideration of the history of the development of selected issues within the framework of the rational requirements of scientific discourse. R e s u l t s. In the process of research, tendencies towards the development of the idea of perpetual peace within the framework of liberal humanistic discourse were revealed, which certainly led to changes in the fundamental provisions of the original concept of perpetual peace, endowing it with democratic and market-liberal elements more characteristic of current scientific discourse. C o n c l u s i o n s. The Kantian project of perpetual peace forms the fundamental basis of the liberal democratic peace theory. The idea of a world without war, as well as the mechanism for its establishment and support through the creation of a single political and economic space within the framework of a world federation, served as the ideological basis for the democratic peace theory, however, in the process of its adaptation to the conditions of the new discourse, the original project underwent serious changes in its basis. Using the example of the evolutionary historical process around the "perpetual peace" project, we can trace the general mechanism for the development of scientific knowledge within the framework of a changing discourse, which, on the one hand, adapts a dynamically developing idea to the more current requirements of scientific knowledge, but on the other hand, preserves the main direction of the chosen problematic for preservation integrity of scientific discourse. South Korean industrial conglomerates (chaebols) are discussed in the context of value-based management (VBM). Recent economics and finance literature on the diversion of corporate resources from the firm to the controlling shareholders (tunneling), for which chaebols are notoriously known, is discussed. Chaebols have engaged in empire building and expropriation of minority shareholders, distorting the process of efficient resource allocation in South Korea, and became the root cause of the 1997 financial crisis. We argue that the 1997 crisis should be viewed (...) as a consequence of chaebols’ systematic deviation from the guiding principles of VBM. We use tunneling within chaebols as an example of the need to directly address prohibition of the expropriation of minority shareholders as a primary postulate of VBM. We argue that VBM should require that the value generated by the firm not be expropriated from minorities, or any stakeholders, by dominant shareholders. We also examine moral and ethical considerations and present explanations as to why the unethical practice of tunneling has been tolerated by the South Korean public. We show that public opinion on tunneling is changing and that the treatment of minority shareholders by chaebols’ controlling families is becoming increasingly unacceptable to South Koreans. The study examines the original work An Attempt to Get Lenin Back on His Feet (Berlin, 1974) by Rudi Dutschke, the well-known German political philosopher and leader of the youth movement in 1968, as well as the influence of the famous Hungarian philosopher György Lukács on the ideas of Dutschke. Dutschke revealed the reasons for the impossibility of socialist ideals being feasible in the 20th century, despite the heroic attempts of the Bolsheviks and Western radical socialists to realize them. The (...) revolution occurred in a country of semi-Asian stagnating capitalism and was not supported by the European anti-capitalist revolution. As a result, after the victory of the Bolsheviks in Russia, the social system was revived with the dominance of the state bureaucracy (the fused party-state apparatus) over society. There were no universal forms of social movement (Verkehr), which led to the fact that socialism became local, up to the danger of its abolition. At the same time, according to Dutschke, it is precisely an equal alliance between the progressive intelligentsia and the working masses that can open up new ways for the transition from a society of necessity to a society of freedom, provided that the intelligentsia renounces leaderism (which was the mistake the Bolsheviks fell into). Therefore, the figure of György Lukács is most important for Dutschke since studying his creative path makes it possible to realize the basic principles of such an equal union. The study shows that the creative path of Lukács before he entered the Comintern as one of the leaders of the section of the Hungarian Communists is characterized by the desire to find a way to solve the fundamental dilemma of the revolutionary, as he believed: either, like the Bolsheviks, strive for an uncompromising victory and the implementation of their program at the cost of violence; or to make compromises with the social democratic and even bourgeois parties, at the same time being in danger of defeat and the impossibility of implementing their ideas, primarily because the socialist intellectuals fail to establish strong ties with the working masses, and the latter may not be thoroughly imbued with anti-capitalist consciousness. Thus, Lukács can survey a spokesperson for the views of the intelligentsia, and through the criticism of these views, it will be possible to comprehend how educated people can better understand the actual needs and interests of the working people in order to pursue policies that would be more in line with them and learn how to lead the masses indeed. The article is devoted to the problem of artificial intelligence and the challenges of “smart technologies”, which threaten the autonomy of human mind and the existence of human itself. The author states the crisis situation of contemporary culture, the existential fatigue of humanity, which manifests itself in the intention to delegate one’s own subjectivity, will and rationality to external actors – namely the Internet, artificial intelligence, and robotics. The article discovers the alienation of the fundamental quality of a thinking person (...) – intelligence – and the threat of human enslavement in the world of the near future, governed by autonomous technologies. In addition to delegating rationality to machines, there is also a tendency to transfer goal-setting to “intelligent technology”, which is gradually endowed with the ability for self-learning and self-programming, and therefore may not align its tasks with human intentions. This problem is traced back to the origins of philosophical thinking and the earliest mentions of artificial beings in mythology, theology, fiction and scientific theory, that proves eternal human strife for creation and replication of human traces in natural environment. Humanization and rationalization of outer world thus is thought as an integral feature of human activity, but it also means constant and continuing alienation of human mind due to its openness and incompleteness, that puts mankind at risk – yet therefore defines humanity as a “risky” way of being. The author considers a scenario of the doubling of reality, in which digital algorithms, computer programmes and robotics may conquer, supplant or replace the world of nature and the human world, bypassing the latter as a less effective evolutionary step. In contrast to this, the author raises the question of what is mind, what is thinking and what is a human being – and whether consciousness, reduced to corporeality, sensuality or rationality, can serve as a model for reproduction. У статті досліджується аксіологічне значення діяльності традиційних українських церков у контексті сучасних геополітичних та соціальних викликів, зокрема в умовах російської агресії, та їх роль у зміцненні суспільної єдності й духовної стійкості. Розглянуто, як українські церкви реагують на виклики війни, зокрема питання збереження морального авторитету релігійних інституцій, протидії ідеям секуляризації та інформаційним маніпуляціям, пов’язаним із суперечливими заявами релігійних лідерів. Особливу увагу приділено дипломатичній позиції Ватикану, яка викликає неоднозначне сприйняття в українському суспільстві. Метою дослідження є аналіз діяльності українських церков як активних суб’єктів (...) соціального служіння, їх внеску в підтримку внутрішньо переміщених осіб, протидію релігійним переслідуванням і адвокації на міжнародній арені. Також досліджується роль Всеукраїнської Ради Церков і релігійних організацій у приверненні уваги до гуманітарних викликів в Україні. У статті підкреслено ключову роль християнських церков (ПЦУ, РКЦ в Україні, УГКЦ) у соціально-політичному житті країни та просуванні принципів справедливого миру. Проаналізовано суспільні реакції на заяви папи Франциска, які впливають на імідж Ватикану, а також труднощі українських релігійних лідерів у поєднанні пояснення позиції Апостольського Престолу з підтримкою національного спротиву. Акцентовано на важливості протидії інформаційним маніпуляціям і на значенні збереження релігійної ідентичності в умовах війни. (shrink)

У статті досліджено ґенезу історіософської думки в Україні на трьох хронологічних відрізках. Перший – це зародження в ХІХ ст. історіософських концепцій М. Костомарова, П. Куліша, В. Лесевича, І. Франка та ін. Їх спільною рисою є національне бачення історії з елементами духовності. На другому хронологічному відрізку, у ХХ ст., українська національна історіософська думка трансформувалась у поглядах М. Грушевського, Д. Чижевського, Д. Донцова та М. Шлемкевича. Їм властива залученість наукових підходів до тлумачення історичного процесу, роздуми над подіями ХХ ст. та вплив на (...) формування національної історії та нації загалом. На третьому хронологічному відрізку сучасна історіософська думка представлена такими дослідниками, як В. Артюх, В. Кислюк, О. Прінцак, В. Потульницький, для яких характерна не лише класифікація та систематизація здобутків історіософів минулого, а й рефлексія над національними історіософськими концептами. Розкрито цінність концепту історіософії не лише в теоретичній ретроспективі, а й у площині практичної її значущості для розвитку української держави. У підсумку проведеного дослідження автор дійшов висновку, що національна історіософія не лише виконує функції віддзеркалення історичних подій, їх тлумачення та значення для сьогодення, а й формує ціннісно-смисловий потенціал для стратегії подальшого розвитку України. This article contextualizes an old debate about the extent of knowledge of Latin by John Lydus, a state official and an erudite from sixth-century Constantinople, within a broader issue of the role of Latin in early Byzantium. It is argued here that Lydus’ startling etymological explanations had no relation to his level of knowledge of Latin, but reflected the declining official use of Latin in Byzantium by resurrecting the theory about Latin as a dialect of Greek.

This paper illustrates specific ways in which the Romans perceived Greek political practices and terminology, and shows how Roman texts often confused, misinterpreted, and mistranslated Greek political practices and vocabulary when adjusting them to Roman cultural and political realities.

The article presents the main provisions of S.D. Bodrunov’s theory of noonomics and synthesizes them with the leading theories of the leaders of the Frankfurt school: Jürgen Habermas and Axel Honneth. Noonomics refers to a new stage in the development of society as a whole, in which people will be forced out of material production, which will allow everyone to freely develop their creative powers. However, on the way to noonomics, humanity must avoid falling into a state of “digital concentration (...) camp,” which is possible only by transforming human nature itself, moving “from zoo- to noo-state.” This implies a synthesis of science and culture and the highest value of moral self-improvement for each person. Therefore, it is the development of the human mind that will allow the transition to noonomics. It is the study of the content and possibilities of the mind that will allow us to creatively develop the theory of noonomics by using J. Habermas’s concept of communicative rationality and A. Honneth’s new theory of socialism. Communicative rationality is a special capability which makes possible to achieve mutual understanding between representatives of con-flicting social classes and develop universal norms of activity that allow for the sustainable development of society as a whole. This capability can be developed within a special institutional environment based on solidarity activities. Thus, each person will consider the successful implementation of the plans of others as a condition for the possibility of implementing their plans. This network of social institutions based on solidarity activity will be the realization of freedom in its social form. Within the framework of solidarity activities, new universal meanings of social development arise, which the communicative community will be able to formulate. Further, these meanings will replace the existing ones, which are focused on profit and unlimited economic growth, and thus transform the existing institutional system. (shrink)

R. Jay Wallace argues in this book that moral accountability hinges on questions of fairness: When is it fair to hold people morally responsible for what they do? Would it be fair to do so even in a deterministic world? To answer these questions, we need to understand what we are doing when we hold people morally responsible, a stance that Wallace connects with a central class of moral sentiments, those of resentment, indignation, and guilt. To hold someone responsible, he (...) argues, is to be subject to these reactive emotions in one's dealings with that person. Developing this theme with unusual sophistication, he offers a new interpretation of the reactive emotions and traces their role in our practices of blame and moral sanction. With this account in place, Wallace advances a powerful and sustained argument against the common view that accountability requires freedom of will. Instead, he maintains, the fairness of holding people responsible depends on their rational competence: the power to grasp moral reasons and to control their behavior accordingly. He shows how these forms of rational competence are compatible with determinism. At the same time, giving serious consideration to incompatibilist concerns, Wallace develops a compelling diagnosis of the common assumption that freedom is necessary for responsibility. Rigorously argued, eminently readable, this book touches on issues of broad concern to philosophers, legal theorists, political scientists, and anyone with an interest in the nature and limits of responsibility. Hare identifies descriptivism and non‐descriptivism as the two main positions in modern moral philosophy. (...) Each value judgment expresses the belief that something is the case on condition that something else is the case. This paper is an extended exploration of Mead's phrase the emergence of the novel. I describe and characterize emergent systems-complex dynamical systems that display behavior that cannot be predicted from a full and complete description of the component units of the system. Emergence has become an influential concept in contemporary cognitive science [A. Clark Being there, Cambridge: MIT Press], complexity theory [W. Bechtel & R.C. Richardson Discovering complexity, Princeton, NJ: Princeton University Press], artificial life [R.A. Brooks & P. Maes Artificial (...) life IV, Cambridge: MIT Press; C.G. Langton Artificial life III, Reading, MA: Addison-Wesley; C.G. Langton et al. Artificial life II, Reading, MA: Addison-Wesley), and robotics [S. Forrest Emergent computation, Cambridge: MIT Press]. I propose that novelty is a necessary property of emergent systems, and I'll explore a specific kind of emergent system: an improvisational theater ensemble. This is an example of emergence in a small social group, which I call collaborative emergence to emphasize several important contrasts with other complex systems that manifest emergence, such as connectionist networks and Alife simulations. He argues that, although we might still wish to incarcerate such individuals to (...) prevent them inflicting further harm on others, we should be less enthusiastic to blame them for their actions.In many respects, I agree with much of Levy's treatise. I certainly do not regard ascriptions of blame as useful in my own work with this population. I believe that our goal should be to fully understand the nature of their emotional deficit to be able to treat it similarly to other researchers who work to treat other emotional disorders. To me, Levy's argument appears sound.However, I offer three considerations and raise questions within these considerations that might further the debate. First, not all rules involve care-based emotional responses to victims. As Levy notes, this is the origin of the moral/conventional distinction. The problem here is that we do consider someone responsible if they break a conventional transgression. The student talking in class is generally considered blameworthy for this action as long as they knew that the rule of not talking during the lesson applied to that classroom. Yet, there is no victim and no care-based emotional response. Here, the only thing necessary to ascribe blame and responsibility is that the individual knew that a rule exists. Given this holds for conventional transgressions, why must we necessarily make a special case, with respect to responsibility, for moral transgressions?I believe that Levy is fully aware of this concern. He specifically makes reference to moral responsibility and writes that:the kind and degree of wrongness, and therefore blame, which attaches to infringements of the rules [against double parking or line-jumping] is very different, and usually much less significant, than the kind and degree attaching to moral wrongs. For psychopaths, all offences are merely conventional, and therefore—from their point of view—none of them are all that serious.(2007, p. 132)But the danger here is that issues of blame and responsibility may become highly relativistic and hinge on the strength of the emotional reaction. This is a problem because, although we might judge someone as more blameworthy if he intentionally [End Page 149] runs over five people rather than one, do we really consider that there is a distinction in moral responsibility between these two cases? If not, might not responsibility relate to factual knowledge of the existence of the rule against the transgression rather than the emotional response to the transgression?Second, there is considerable debate regarding whether psychopathy represents a taxon or a continuum (e.g., Vasey et al. 2005; Edens et al. 2006). Assuming it does represent a continuum, then we have an additional concern. How little of an emotional response to the transgression reduces one's moral responsibility and blame? Is it only the very reduced (although usually not absent) levels of emotional response that are shown by individuals with psychopathy? Or should we consider moral responsibility and blame proportional to the level of the emotional response? If this latter option is adopted, then what should we do about individuals who show heightened emotional responses, for example, patients with specific anxiety disorders (Rauch, Shin, and Wright 2003)? There are already some data that inhibited children (a developmental precursor to some anxiety disorders; Kagan and Snidman 1999) show heightened conscience development (Asendorpf and Nunner-Winkler 1992). If such children commit moral transgressions, should we regard them as more morally responsible and more blameworthy than regular folks?Third, the issue of intention received little attention in this paper. I have been considered to show a similar lack of attention to intention in the past (Nichols 2002) and, moreover, in some respects the issue was of limited concern given Levy's main goals.
